From the supplier: The slight majority held by the Republicans in the House is affecting the chances of must-pass legislation being passed. Congress must pass 13 appropriations bills by Sep 30, 1999, before the government can have the operating budget it needs for 2000. The legislative process in the House bogged down after six Republicans decided to align themselves with Democrats. The Republicans had a majority of 10 seats in the Senate but disunity arose after the introduction of the gun control bill. They do not have enough votes to pass legislation that Democrats do not want.
